Is this a 1hr charger? Can the charger be use in Car as well as at home?

Bro sunn, those chargers mentioned run off the mains 110-220V AC.
For vehicles, get a car "inverter" ( example shown in picture ) and you can run any mains device off it. But make sure it's power consumption is within the car inverter rated power capacity.
I have one in my car to charge almost each of my gadgets ( not simultaneously ) ie.. batteries, MP3, MP4, phone, lappy, Nintendo, Gameboy, portable TV, mini cooler etc....

What is the cost of the inverter in Spore?
Anyway, I am using the GP Smart Bank 2. It has served me for five years now. Battery have to change though. Attached is the website for reference. Those are the latest model.

Beware of sony brand AA rechargeable batteries packs. Damn lot of fake made in china and selling at genuine price. I personally dun buy sony... chances of getting fake ones is very very high.
If you happen to go jalan pasar in KL look see look see, you will know what i mean. You can even get 3000mAh or 5000mAh AA batteries. Packing printing are just as good as the real ones.
