Hot spots identified for Automated Enforcement System
By ANDREA FILMER

GEORGE TOWN: Some 600 to 700 traffic violation hot spots have been identified for the Automated Enforcement System (AES), a proposed traffic enforcement system using unmanned cameras.

Malaysian Institute of Road Safety Research (Miros) director-general Prof Dr Ahmad Farhan Mohd Sadullah said the system would be rolled out in stages once amendments to the Road Transport Act 1987 were successfully passed in Parliament next month.

“There will be two types of digital cameras under the system - static cameras and moveable cameras.

“Based on accident reports to police over the last three years, 600 to 700 hot spots have been identified in Peninsular Malaysia where we will first roll out AES in stages,” he told reporters Saturday after attending the launching ceremony of the Rakan Trafik@USM road safety campaign in Universiti Sains Malaysia (USM).

He said AES was on the top of Miros’ wish list for the year as traffic enforcement needed to be stepped up to cut down on accidents and road fatalities.

“From Miros studies, we have found that the ‘perception of being caught’ among Malaysians is very low - only about 35% to 45% - and this translates to a high level of road users flouting the law.

“In the long term, we hope to raise this figure to 80% and AES will play an important role in doing so,” Dr Ahmad Farhan added.

Deputy Transport Minister Datuk Abdul Rahim Bakri, who officiated the USM road safety campaign launching ceremony, said AES would work hand in hand with the manual enforcement carried out by police and the Road Transport Department.

“With the increase of cars and other vehicles every year, manual enforcement is not able to keep up with the increasing number of traffic violations.

“In Malaysia, an average of 18 motorists perish from road accidents every day and although this figure drops a little when we conduct campaigns like Ops Sikap, it is still very high compared to developed nations,” Abdul Rahim said, noting that Ops Sikap XX in September last year recorded an average fatality rate of 17 deaths per day while the figure was 13 in the recent concluded Ops Sikap XXI (Feb7-21).
